About the Lecture:
The Cambodian constitution was adopted in 1993 following a peace agreement. This lecture will explore the constitutional law-making process and its role in shaping citizens’ constitutional rights in Cambodia. Special emphasis will be placed on public participation as both a moral claim and a legal right in the democratic process.
Lecture 2: The Contribution of the Extraordinary Chambers in the Courts of Cambodia (ECCC) to the Development of International Criminal Law Jurisprudence

About the Lecture:
Hybrid tribunals play a crucial role in combating impunity and shaping international criminal law. The Extraordinary Chambers in the Courts of Cambodia (ECCC)—widely known as the Khmer Rouge Tribunal—has established important legal precedents. This session will analyze the ECCC’s impact, focusing on cases 001, 002/01, and 002/02, and discuss its implications for the future of international criminal law.

About the Lecturer:
Vandanet Hing is a Senior Lecturer and the Deputy Director of the English Language Based Bachelor of Law Program (ELBBL) at the Royal University of Law and Economics (RULE), Cambodia. She specializes in legal methods, human rights law, and humanitarian law, and has conducted extensive research in constitutional law, international criminal law, and transitional justice. She is also an experienced moot court coach, mentoring Cambodian teams in international legal competitions.
Before joining academia, she practiced law at a leading Cambodian law firm and is a member of the Bar Association of the Kingdom of Cambodia. Ms. Hing holds a Master of Laws in Human Rights from Hong Kong University and a Bachelor’s degree in Law from RULE-ELBBL.
