Scientific development and research of the Department
on the 50th Anniversary of the Faculty of Law and Administration (1970-2020)
Department description
Since the beginning of the Faculty of Law and Administration in 1970, one of its main organisational units had been the Institute of Administration and Management, which included, among others, the Division of Financial Law. As a result of organisational changes in 1981, an independent Department of Financial Law was separated from the Institute of Administration and Management, while eliminating the Division of Financial Law. Since 1981, the Department of Financial Law, together with the other fifteen departments and the Forensic Science Laboratory, has been part of the basic organisational structure of the Faculty of Law and Administration at the UG. The UG Department of Financial Law at the Faculty of Law and Administration has never been divided.
Prof. dr hab. Jolanta Gliniecka has been head of the Department from 2010 to the present day.
Thanks to the efforts of the Department of Financial Law, the Centre for Local Government Law and Local Finance Law (Centrum Prawa Samorządowego i Prawa Finansów Lokalnych) was established at the University of Gdańsk in 2011. The Centre is an all-university non-departmental unit of the University of Gdańsk conducting community integration activities as well as meeting the needs of non-academic environments. One of the main objectives of the Centre is the transfer of knowledge and practice in the field of local government law and local finance law. The director of the Centre is dr Tomasz Sowiński.
The Department of Financial Law is the organiser of the annual international conferences on financial law (Bałtycka Międzynarodowa Konferencja Prawa Finansowego). It is one of the most important international scientific conferences in Poland. The conference provides a forum for discussion on the challenges facing financial law and public finance in the 21st century. The conference is of great interest to the scientific community related to financial law and economics in Poland, Lithuania, Czech Republic, Slovakia, Russia, Belarus, Italy, and Kazakhstan. The results of the research work of the Baltic conferences were collected in co-authored monographs prepared by the Centre for Local Government Law and Local Finance Law of the University of Gdańsk and the Department of Financial Law of the Faculty of Law and Administration and its associates. The monographs from recent international conferences have been published in English and successfully added to the Web of Science database.
In 2013, an international scientific journal titled: Financial Law Review - http://www.ejournals.eu/FLR was established. The Scientific Council of the Journal consists of international representatives of the science of financial law. The journal is included in the pan-European database of scientific journals ERIH ERIH+ (European Reference Index for the Humanities Plus). This database is a prestigious index containing bibliographic information on academic journals in the humanities and social sciences.
The staff of the Department of Financial Law of the UG Faculty of Law and Administration has participated in dozens of national and international scientific conferences at home and abroad.
The Department of Financial Law of the UG Faculty of Law and Administration maintains constant contacts with foreign research centres. An example of this constant cooperation is the participation of Faculty members in scientific conferences outside Poland, as well as conducting teaching classes in foreign scientific centres. As visiting lecturers, Faculty members have taught in Russia, Kazakhstan, Czech Republic, Lithuania, Kyrgyzstan, and Romania.
In the last five years, the staff of the Department of Financial Law of the UG Faculty of Law and Administration have published dozens of monographs and scientific articles in Poland and abroad.
The staff of the Department of Financial Law of the Faculty of Law and Administration, in addition to their academic and teaching activities, also perform various legal professions, in particular as attorneys-at-law, advocates, and tax advisers.
Impact on the educational offer of the University of Gdańsk
The staff of the Department of Financial Law have greatly contributed to the development of the educational offer of the University of Gdańsk. Among other things, their efforts led to the creation of the interdisciplinary field of Taxes and Tax Consulting in 2013. It is worth emphasising that the University of Gdańsk was the second university in Poland that decided to undertake training in this field. Taxes and Tax Consulting studies are inter-faculty and are conducted jointly by the Faculty of Law and Administration and the Faculty of Management of the University of Gdańsk. This allows to equip students with a wide range of knowledge, competences, and skills that fit within the range of different scientific disciplines. Taxes and Tax Consulting studies are offered as part of a three-year undergraduate course (full-time and part-time) as well as a two-year follow-up course (part-time). The high quality of education in this field is evidenced by the fact that in 2016, it received an award at the first edition of the National Accreditation Program Studies of the Future. This Program serves to evaluate the most modern courses and concepts of study at Polish universities. Both bachelor's and master's degrees in Taxes and Tax Consulting have been awarded the Studies of the Future certificate. In addition, the master's degree course was awarded the Education Quality Leader certificate. Another aspect confirming the high level of education in the field of Taxes and Tax Consulting is the agreement concluded by the University of Gdańsk with the State Examination Commission for Tax Advisors. Under this agreement, graduate students were exempted from the oral part of the tax adviser exam.
The Department of Financial Law also established three postgraduate courses: European Union Financial Market Law, Taxes and Tax Law and Finance in Small and Medium-sized Enterprises.

Courses taught by the staff of the Department of Financial Law
The teaching staff of the Department has conducted lectures, classes, and seminars, both at law and administration courses, including full-time and part-time studies (extramural, evening). Currently, Faculty members conduct courses primarily in financial law, public finance, local government finance, public aid, economics, economic analysis of law, procurement law, social security, European banking law, EU funds, tax law and banking law.
Postgraduate studies
Currently, the Department of Financial Law organises two postgraduate programmes: EU Financial Services Law, headed by dr hab. Anna Jurkowska-Zeidler, prof. UG. and Finance in Small and Medium-Sized Enterprises, headed by dr Przemysław Panfil.
Student Research Groups at the Department of Financial Law
At the Department of Financial Law, there are two active research groups: the financial law group, supervised by dr Damian Cyman, and the tax consulting group Publicanus, supervised by dr hab. Edvardas Juchnevicius, prof. UG.
UG Centre for Local Government Law and Local Finance Law
The UG Centre for Local Government Law and Local Finance Law is an all-university, extra-faculty unit of the University of Gdańsk conducting activities aimed at social integration as well as meeting the needs of the university and non-academic communities.
The Centre is located at the Faculty of Law and Administration of the University of Gdańsk. It implements the objectives of the programme related to local government law, especially local financial law, and tasks carried out in cooperation with the Department of Financial Law of the Faculty of Law and Administration of the University of Gdańsk in the whole field of public finance and financial law.
The main objective of the Centre is, in particular, to implement its own projects or projects developed in cooperation with other academic and non-academic partners, public and private institutions, non-governmental organisations and others whose objectives are consistent with the objectives of the Centre. The Centre cooperates with other national and foreign research and teaching institutions, offering specialised courses and lectures on local government law and local financial law. It participates in the organisation of scientific and research meetings promoting scientific and research activities, as well as consulting services. One of the Centre's important activities is to initiate and support various publishing ventures that integrate scientific communities. It has already organised several international conferences and seminars and has published a number of publications, mainly international. The Centre is also the publisher of the academic quarterly Financial Law Review published in English in an electronic form.
The Centre also carries out research projects such as Prawo finansowe wobec wyzwań XXI wieku and Samorząd21 - a specialist form of earlier research trend and focuses on the finances of local government.
The Centre cooperates with many local government units, NGOs, local government associations, and many other institutions.
The main partner and initiator of the Centre is the Department of Financial Law of the Faculty of Law and Administration of the University of Gdańsk. All activities of the Centre are carried out primarily in cooperation with the Department of Financial Law, including direct cooperation with research staff. The Department of Financial Law presented the idea of the research project Prawo finansowe wobec wyzwań XXI wieku and carried out its first edition. The Centre took over the abovementioned idea and carried out subsequent editions of the research project, enriching it with a variant devoted to local government finance - the Samorząd21 project.
Over time, other institutions began to cooperate with the Centre, first the Faculty of Law and Administration at Cardinal Stefan Wyszyński University in Warsaw, then the Department of Financial Law and the Faculty of Law of Masaryk University in Brno, Czech Republic, and the Department of Financial Law of the Faculty of Law of Pavel Josef Šafárik University in Košice, Slovakia. The continuous cooperation with local government and government administration, in particular with the Regional Chamber of Accounting (Regionalna Izba Obrachunkowa) in Gdańsk significantly raises the substantive level of research projects and publications and strengthens the practical aspect of research. To date, together with the Department of Financial Law of the Faculty of Law and Administration of the University of Gdańsk, and in individual cases also with some or all of the above-mentioned partners and numerous NGOs, the Centre has already carried out 8 research projects which resulted in 13 international conferences and international seminars complementing or extending selected topics from the conferences.
In addition, the implementation of subsequent editions of this research project has been enriched with research projects on local government finances - Samorząd21.
Three projects have been carried out, [the fourth is ongoing] resulting in 3 scientific conferences and 2 international scientific seminars on the finances of local government units.
As a result of completed research projects, the Centre and the Department of Financial Law of the Faculty of Law and Administration of the University of Gdańsk have published over thirty volumes of publications, authored by several hundred researchers from dozens of research centres throughout Poland, Czech Republic, Slovakia, Lithuania, Croatia, Kazakhstan, Russia, Hungary, and Italy. For several years, the publications have been published regularly in cooperation with the Faculty of Financial Law of the Faculty of Law and National Economy of the Masaryk University in Brno, Czech Republic, submitted to the Web of Science.
