Ms. Maryia Zharylouskaya, MA

We are delighted to announce that next week, our Faculty will welcome a visiting lecturer, Ms. Maryia Zharylouskaya, MA, from Mykolas Romeris University, Lithuania.

Ms. Zharylouskaya will deliver an engaging online lecture on:

Date: Thursday, January 23, 2025

Time: 9:15–11:00 AM (CET)

Topic: “State Responsibility for Violation of Jus Cogens Norms”

This event is open to all members of our Faculty and the University community. We warmly invite you to join and participate in this exciting opportunity to explore the complexities of state responsibility in cases of breaches of peremptory norms in international law.

About the lecture: The current peacekeeping and human rights protection framework, established in the aftermath of World War II and primarily represented by the United Nations, assigns the United Nations Security Council (UNSC) as the principal body responsible for maintaining international peace and security. Under this mandate, the UNSC is expected to reflect the collective will of the international community in addressing violations of jus cogens norms committed by States.

However, given Russia’s status as a permanent member of the UNSC and its exercise of veto power in matters related to the Russia-Ukraine conflict, it is impractical to expect the UNSC, under its existing legal framework, to play any meaningful role in regulating or resolving this war.

Accordingly, the lecture will explore critical aspects of the Law of State Responsibility in the context of jus cogens norm violations by States. Topics will cover the legal consequences of State responsibility, including reparation; the legal regime governing aggravated State responsibility; erga omnes obligations; and potential legal frameworks that could enable third States, not directly affected or injured by the internationally wrongful act, to intervene.
