Nurlan Dauletkulovich Tleshaliyev serves as Deputy Dean of the Higher School of Law Adilet at Caspian Public University and holds the position of Associate Professor, PhD. 
With 26 years of professional experience in law, including 15 years in law enforcement agencies, he brings extensive practical and academic expertise to his role. Dr. Tleshaliyev is an expert at the National Center for State Scientific and Technical Expertise of the Republic of Kazakhstan and practices as a lawyer with the Almaty City Bar Association. 
He currently serves as Principal Investigator for a grant-funded research project (2024-2026) examining "The Modern Transformation of the Kazakh Penitentiary System through the Mechanism of Public-Private Partnership." His teaching portfolio includes Criminal Law (General Part), Criminal Law (Special Part), Criminology, Penal Enforcement Law, and Advocacy. 
Dr. Tleshaliyev has authored more than 40 scholarly publications, including monographs and textbooks on criminal law.
