Professor of International Public Law and EU Law and a Leading Researcher at the Faculty of Law, Turiba University (Latvia). He teaches International Human Rights Law, EU Law, International Anti-Corruption Law, and International Security Law in the PhD Programme of Legal Science. He holds a PhD in Law (2002, Law University of Lithuania) and an LL.M in International Human Rights Law (2001, Constitutional and Legal Policy Institute, Budapest). With over 27 years of academic experience, he has lectured at 85 universities worldwide and specializes in rule of law, security, anti-corruption, and public administration reforms. In Lithuania, he served as Legal Adviser to the Minister of Internal Affairs (2006-8, 2020-22) and Senior Policy Analyst at the Lithuanian Government Strategic Analysis Centre STRATA (2022). Internationally, he has worked on rule of law, human rights, and governance reforms in Europe, Central Asia, and beyond for organizations such as UNODC, USAID, OSCE, and the European Commission. Currently, he is an anti-corruption expert in the EU Network Against Corruption (EC DG Home) and holds a senior expert mandate at OSCE & UNODC. His research focuses on rule of law, democracy, security, and governance.
