This lecture explores the legal frameworks governing the diversification of funding sources for social protection systems, contrasting international standards with national legislation (with a specific focus on Uzbekistan's reforms). Relying solely on state budgets creates sustainability risks during economic crises. Therefore, this session analyzes the public law mechanisms required to legally integrate alternative financing models, such as public-private partnerships, social insurance schemes, and corporate social responsibility incentives. Attendees will examine how to structurally adapt financial and administrative laws to guarantee the constitutional right to social security while ensuring long-term fiscal stability.
